永住者
新型コロナウイルス感染症の影響により、再入国許可又はみなし再入国許可の有効期間内※に日本へ再入国することが困難な「永住者」について、入国が可能となった後に、上陸特別許可により「永住者」が許可されます。
※在外公館において再入国許可の有効期間の延長が可能な場合の延長後の許可期間を含む。
留学生、技能実習生、特定技能、技術・人文知識・国際業務 等
本邦に中長期在留者として在留していた方が、再入国許可による出国中に新型コロナウイルス感染症の影響により本邦へ再入国できず、在留期限を経過した場合などで、改めて在留資格認定証明書交付申請を行う方については、原則として申請書および受入機関作成の理由書のみ をもって審査されます。
条件
・再入国出国前から、活動内容や身分関係に変更がない方。
・再入国許可による入国期限が２０２０年１月１日以降の方。
・滞在する国・地域が、新型コロナウイルス感染症の感染拡大防止に係る入国制限が解除された日から１か月後までに再入国許可による入国期限が満了する方。

※在留資格に応じた「在留資格認定証明書交付申請書」を御利用願います。
・受入機関等が作成した理由書
・従前の在留カードの写し
※券面の情報が確認可能なものであれば，写真画像やＦＡＸでも可。提出ができない場合は，その理由を記載した説明書（様式自由）を提出。
留意事項
・対象となるのは、申請人が滞在する国・地域が新型コロナウイルス感染症の感染拡大防止に係る入国制限を解除された日から６か月後までに申請を行った方です。
・処理期間は、いずれ も２週間が目安です 。
・前回許可時から身分関係等に変更があった場合などは、必要に応じ、その他の立証資料の提出を求められることがあります。

entry permission
(1) Foreign nationals who are not required to apply for a certificate of eligibility (“Permanent Resident” etc.)
Please apply for a visa at a diplomatic mission abroad in the country where you are staying.
(2)Foreign nationals who are required to apply for a certificate of eligibility (students and technical intern trainees, etc.)
If a foreign national applies once again for a certificate of eligibility in such cases as where a foreign national, who resides in Japan as a mid to long term resident (student, technical intern trainee, etc.), is unable to re enter Japan due to the impact of the novel coro navirus (COVID 19)
while outside of Japan with re entry permission, and the foreign national’s period of stay has expired, in principle, an examina tion will be conducted based only on the application form and the statement of reasons prepared by the accepting institution
